How do I solve this issue of the Pushsafer app dismissing all Pushsafer notifications upon me being redirected to it?

Is it possible to a) open the Pushsafer app without dismissing all Pushsafer notifications or b) dismiss a repeating high-priority notification without being redirected to the Pushsafer app?

I'm asking because I oftentimes have multiple notifications I haven't looked at yet and when Pushsafer dismisses them like that there's a chance I will forget looking at them in the future.

This isn't possible. Even if the Pushsafer app has been opened, all notifications are confirmed.

This is currently the normal behavior.
In the future, an option will be added that allows you to specify that each notification must be manually acknowledged. I've already noted this on my to-do list.
