It seems that push messages are using the "normal" volume, used by any incoming call. So if someone mutes his phone turning the ringtone volume to 0 he will get no notification. I think this is as it should work.
Now on Androdi devices there are several other volume settings, like media play volume or alarm tone volume.
Is it possible to use the "alarm volume" for push messages to overcome the issue a user sets his volume for calls to 0?
Is there maybe a better solution?
